' USDA, Rural Development, (formerly Farmers Home Administration) reviewed
the Modular Engineered Building System and Tropical Residence Plan in
late 1993. This review was made by this jurisdictions State Architect,
Mr. Bruce Kinnery and approved for RD lending by the State Director, Ms.
Roberta Harold.
As Construction Analyst for the U.S. Virgin Islands district for RD, I
inspected two of these homes during construction and also several other
models of homes on St. John. These homes meet or exceed all RD requirements
for affordable single family homes in the U.S. Virgin Islands. The home
was engineered to withstand the windstorm and earthquake forces that homes
in tropical areas, including the USVI, are required to resist. This was
demonstrated during the recent Hurricane Marilyn.
In my extensive inspections of these homes, I found that the quality,
durability and finish of materials to be superior to that of the average
affordable housing in this area. I can also add that the finished appearance
of these dwellings is very attractive and should maintain an excellent
resale value.'
